Pioneer was retained to prepare a Phase I Environmental Site Assessment for a 1,200-acre site spanning two bordering towns in upstate New York. The property was historically utilized as a source of lumber and game preserve, with minor commercial and residential improvements in certain portions of the site. Pioneer conducted a thorough historical investigation of the site, which included extensive research at the local municipalities, a review of local historical collections, interviews, and a comprehensive review of investigations performed by other firms.
Through comprehensive research it was determined that the subject site contained two historical landfills, which were formerly utilized for the disposal of burned sanitary refuse, coal cinders, scrap metal, construction debris, automobile parts and/or appliances. Through this investigation, Pioneer was able to determine that the two historical landfills were never formally closed, although it is intended that the landfill areas will be capped in conjunction with the future site redevelopment. The site inspection was performed over a two-day period in the midst of a heavy snow storm, and Pioneer’s assessment was able to determine the various business and environmental risks associated with the property.
