Transforming a Historic Industrial Landmark into America’s Quantum Future

Pioneer at the Former U.S. Steel South Works

For more than a century, the U.S. Steel South Works facility stood as one of the most important industrial engines in Chicago and the United States, employing tens of thousands, powering national economic growth, and shaping the identity of the Southeast Side. When the mill closed in 1992, it left behind not only a vast, dormant lakefront property, but also one of the most complex brownfield redevelopment challenges in the country.

Today, that historic site is being reborn as Quantum Shore Chicago, a 440-acre lakefront development anchoring a new era of American innovation. At its core is the 128-acre Illinois Quantum & Microelectronics Park (IQMP), a technology campus poised to become the largest concentration of quantum computing activity in North America. With tenants such as PsiQuantum and IBM, alongside the U.S. Departments of Defense and Energy, leading public universities, and the State of Illinois and City of Chicago, the IQMP represents a generational investment in scientific discovery, national security, economic competitiveness, and the future of computing.

Turning this vision into reality required overcoming environmental and redevelopment challenges that had stalled progress for over a quarter century. The site was built on historical slag fill containing legacy heavy metals and petroleum-related impacts from long-term steelmaking operations. The site’s scale, waterfront setting, industrial legacy, and evolving environmental standards required a highly strategic approach to enable redevelopment while protecting the community and natural resources.

To meet that challenge, Pioneer led a comprehensive reevaluation of site conditions, integrating decades of historical information with updated testing to establish a clear and responsible path toward site closure. Using an advanced Tier 3 regulatory framework, Pioneer developed a site-specific, risk-based remedy centered on long-term protection and exposure pathway management. The approach prioritized protection of human health and the environment while balancing regulatory requirements, constructibility, cost, and schedule considerations to enable redevelopment at the full scale envisioned for Quantum Shore Chicago.

Rather than relying on disruptive cleanup methods that could prolong construction and increase community impacts, Pioneer delivered a science-based solution that strengthens safeguards beyond prior closure determinations, while managing legacy impacts responsibly in place. The remedy includes a site-wide engineered surface cap and an approximately 9,000-linear-foot hybrid slurry wall containment system designed to limit contaminant migration and ensure protection of site occupants, the surrounding community, and adjacent waterways. By reducing excavation, truck traffic, emissions, noise, and dust, the approach aligns with the U.S. EPA’s Greener Cleanups principles while allowing redevelopment to proceed safely and efficiently. The result is a highly protective solution matched to the scale, urgency, and national importance of Quantum Shore Chicago.

The transformation of South Works into Quantum Shore Chicago and the IQMP marks a symbolic and practical evolution from steelmaking that helped build America’s industrial past to quantum science that will shape its technological future. The project is expected to generate billions in private investment, create thousands of jobs, and drive decades of innovation, revitalizing a community that has awaited meaningful reinvestment since the mill’s closure.
